The Congress of Aboriginal Peoples
has re-established its role as a focal point for developing employment related
programs. Although co-ordinated by CAP, the actual activity of the
program will be undertaken by CAPS provincial and territorial affiliates.
General
Objectives
The objective of this program
is the development and implementation of labour market development programs
that are designed to assist Aboriginal Peoples to prepare for, to obtain,
and to maintain employment.
Service
Delivery
The Congress of Aboriginal Peoples
contracts with its Provincial Affiliates to provide labour market programs
in each of the regions across the country. Contact information is available
elsewhere on this site.
Description
of Services
Under the Consolidated Revenue
Fund (CRF) component of the Agreement the following services and programs
are eligible:
- Targeted wage
subsidies, a program which encourages employers
to hire people who they wouldn't hire in the absence of a subsidy;
- Self-employment
support, helping individuals to build jobs
for themselves by creating their own businesses;
- Job creation
partnerships, which provide individuals with
employment opportunities, give them work experience, and eventually
lead to ongoing employment;
- Skills Grants:
Agreement holders can identify and arrange appropriate
courses and cover the costs as negotiated with the client;
- Youth Internship
Programs, which support efforts by employers
to bring youth into work settings, providing youth with skill enhancement,
work experience and entrepreneurial assistance to help them make a successful
transition to the labour market;
- Community Service
Programs, assisting youth who face barriers
to finding employment through participation in community service projects.
This kind of program can provide young people with life skills and work
experience to help their entry into the labour market;
- Student Summer
Employment Programs, designed to help students
find summer employment through wage subsidy programs, interest-free
loans, promotional activities and information;
- Programs For
the Disabled to support a range of vocational
rehabilitation services, helping those with physical and mental disabilities
to obtain and retain employment. The Congress has agreed to insert a
target of .05% of the total contract , in an attempt to increase the
number of disabled participants.
In addition to the above programs
and services, the following programs and services are eligible for funding
under the EI Part II component of the Agreement:
- Labour Market
Support Services through the contracting
of arms-length persons or agencies to act as an "intake worker" in determining
needs, assisting in the development of training plans, and providing
referral services.
- Top-up funding
support for persons eligible for and/or receiving
income support through EI Part I benefits.
