What is the federal government's timetable?

The federal government wishes to move as quickly as possible.  It has suggested the following timetable (which may change if there are delays in drafting and tabling of the draft legislation in Parliament).

Phase 1: May to October 2001

  • Pre-legislative phase of formal consultations with Aboriginal people on and off reserve using national and regional processes
  • Results of consultations to be summarized  over September-October 2001 and incorporated into a proposed Bill 


Phase 2: Fall 2001 to Spring 2002

  • Parliamentary process begins with first reading of  proposed Government Bill, followed by study by Standing Committee
  • Ongoing public input


Phase 3: May 2002 to November 2002 (or longer)

  • Regulatory drafting and consultation begins
  • Consultation on capacity and implementation issues.

More information on the federal FNGI can be obtained from the Indian Affairs Canada Website http://www.inac.gc.ca.  The Congress of Aboriginal Peoples Council will be providing more information in the future.
