Collaborative Process on Indian Registration, Band Membership and First Nation Citizenship


The Government of Canada, Department of Crown-Indigenous Relation and Northern Affairs, officially launched comprehensive consultations on Indian Registration, Band Membership, and First Nation Citizenship.  The Congress of Aboriginal Peoples has been an active participant in this process as a member of the Indigenous Advisory Panel. The panel works to review documents, provide suggestions, and assist the department in developing materials for use during the Consultations.

The Congress has received funds to engage with our membership on this very important issue. Many of our provincial organizations will be undertaking engagements directly with their own communities and others will be engaged by the Congress. These consultations will focus on the following topics and any others that may arise:

1) The removal of the 1951 cut-off from the Indian Act
2) Remaining inequities related to registration and membership under the Indian Act
3) Devolution of the responsibility for determining membership / citizenship to First Nations

Please be aware that notices for consultations will be posted in your communities in the early part of the New Year. The following are the official timelines from the department to have the consultation process completed:


  • Consultations and online survey: October 2018 to March 2019
  • Sharing of input gathered throughout the process: September 2018 to May 2019
  • Analysis and recommendations: April 2019 to June 2019
  • Report to Parliament: by June 12, 2019
