Membership Criteria By-Laws of the Native Council of Nova Scotia Full membership in the NCNS is open to residents of Nova Scotia who reside off reserve and who are "of native aboriginal ancestry." "Native aboriginal ancestry" is defined as meaning:

(i) Those registered or entitled to be registered on a band or general list.  (ii) Persons of native ancestry who choose not to be reinstated or fail to satisfy DIAND's requirements of proof; and

(iii) Persons of proven mixed Indians and any other ancestral heritage who are not eligible to be registered.
