Resolution 8

Whereas Non-Status Indians in Canada do not receive adequate money for proper service delivery in Canada; and

Whereas the Métis National Council (MNC) accepts money on behalf of the non-status Aboriginal people in Canada; and

Whereas the people in Canada cannot access any of this so-called 'Métis-specific' money;

Therefore be it resolved that CAP redirect the Prime Minister and his office to insure that the MNC redirects this money which, in fact are allocated to the Non Status Aboriginal people in Canada; and

Be it further resolved that CAP relates to the PMO that it is the responsibility of CAP and the PTO`s to do this as it is in their mandate.

Resolution 9

Whereas the population who are the constituents of CAP are intrinsically involved in creating meaningful and substantial political change in Canada; and

Whereas the PTO's that comprise CAP need a Federal Legal Framework Agreement; and

Whereas Canada and the Provinces continue to raise jurisdictional issues regarding the constituents as a way to stall any movement forward;

Therefore be it resolved that CAP pursues a Proactive Political Rights Based agenda in all dealings at the Federal/Provincial governments.

Resolution 10

Whereas there was not a current fiscal Report presented to the 2004 CAP AGA;

Therefore be it hereby resolved that in all future CAP AGA's have present an audited financial report for the current past fiscal year; and

Be it further resolved that where an Audit is not available for a current fiscal report, that a financial report be submitted for the assembly, for their information purposes.

Resolution 11

Whereas CAP needs more representation from Manitoba, Saskatchewan, Alberta and Northwest Territories; and

Whereas CAP and it's PTO's will show leadership and invite people from these territories to be involved in the CAP family;

Therefore be it resolved that CAP should hold regional-based meetings in these territories and invite people to attend.

Resolution 12

Whereas recognition has been given to non-Aboriginal forest firefighters for their bravery and efforts to fight the forest fires in various provinces - especially British Columbia; and

Whereas large numbers of the forest firefighters are of Aboriginal ancestry and some of the fire fighting crews were entirely Aboriginal; and

Whereas these Aboriginal firefighters did not receive any acknowledgement or recognition for their efforts and bravery;

Therefore be it resolved that the Congress of Aboriginal Peoples forward a Letter of Recognition acknowledging the efforts and bravery of the Aboriginal firefighters to the PTO's and various Aboriginal organizations and communities; and

Be it finally resolved that the Congress of Aboriginal Peoples meet with government officials (federal and provincial) to request that they also acknowledge the efforts and bravery of the Aboriginal firefighters.

Resolution 13

Whereas OMAA has been selling membership cards outside of the province of Ontario; and

Whereas OMAA cannot provide services to these members;

Therefore be it resolved that OMAA cease this practice.

Resolution 14

Whereas The Kamloops Band has show an interest in working with the Congress of Aboriginal Peoples (CAP) as well as the United Native Nations; and

Whereas the Band is willing to consider options on creating a stronger unified aboriginal community by encouraging:

Economic Development, Housing, Health, Education

Therefore be it resolved that CAP pursue discussions with the First Nations communities who are willing to develop a in co-operative resource sharing partnership strategy for the overall improvement of aboriginal communities; and

Be it further resolved that the Congress of Aboriginal Peoples co-operate with the willing First Nations communities to improve the lives of our members who reside on those First Nations reservations that are not getting the required representation.
